Position Title Systems Engineer IV Work Location Quantico, VA – Government Site Position Description The Systems Engineer III will support the Program Executive Officer Land Systems (PEO LS) and will be assigned to the PEO LS Advance Technology Cell.
The Systems Engineer will assist in research and analysis to develop plans or and assist with rapid technology insertion into system end items for reliability and maintainability improvements, reduction in cost, and/or increased performance.
Develop plans, assessments, and certifications for and support technology insertion efforts to enhance system performance and allow interoperability between Marine Corps and other DoD systems.
As appropriate, follow the engineering V Model as a foundation for a technical approach to support the acquisition process.
Responsibilities Provide expert support to PEO LS Advanced Technology Cell.
Coordinate with program offices to understand technology needs.
Develop S&T strategies to meet program needs.
Attend various S&T forums to represent PEO LS interests.
Develop transition strategies and facilitate transition from S&T to acquisition programs.
Conduct research and analysis to develop and update Systems Requirements Specifications (SRS).
The SRS shall contain a list of system functional and security requirements.
The requirements shall be presented as requirements traceability matrices, identifying the requirement, description of the requirement, and the source of the requirement.
Documentation shall include requirements definition for emerging or follow-on systems or variants of systems.
Coordinate with external S&T organizations to promote S&T initiatives.
Conduct research and analysis to develop plans for and assist with rapid technology insertion into system end items for reliability and maintainability improvements, reduction in cost, and/or increased performance.
Developing plans, assessments, and certifications for advanced technology prototypes and technology insertion efforts to enhance system performance and allow interoperability between Marine Corps and other DoD systems.
Participate in technical planning and the development of technical documentation.
Assist in the collection, analysis, transformation, dissemination, visualization and development of engineering related programmatic documentation supporting command decisions and briefings.
This includes development, drafting, and delivery of technical documentation such as: Systems Engineering Plan (SEP), Program Protection Plan , Configuration Management Plan , Test & Evaluation Management Plan or test strategy, Performance specification, Statements of Work (SOW), Requirements Traceability Matrix and other technical, programmatic or briefing documentation as required to meet acquisition requirements.
Provide planning, coordination, technical analysis, and process management support for accomplishing Systems Engineering Technical Review events in support of program objectives.
This includes but is not limited to, assisting in the drafting of summary reports, closure reports, coordinating technical reviews, coordinating TRAP reviews and consolidating comments.
Support the necessary development, review, analysis, update, delivery, and management of technical documentation such as, Feasibility Study, Test Incident Reports , Engineering Change Proposal (ECP) supporting the process and documentation, Technical Data Packages to include engineering drawings, Test Reports, Failure Analysis and Corrective Action Reports generated by the OEM, Product Quality Deficiency Reports and Test Plan Strategy.

Concept of Operations) Support and guide the development of required baseline documentation and implementation.
Develop, provide input, and submit for review, documentation required to meet contract obligations.
Develop and/or modify plans, architectures, frameworks, protocols, tactics, policies, procedures, manuals, guides, or strategies.
Provide a draft (Tailored) Information Support Plan.
Prepare SEP tailored to the projects per Defense Acquisition Guidebook.
For equipment undergoing ECPs, analyze, review, validate, and test system designs methods used in the change proposal and document findings and develop verification and validation instructions and criteria for ECPs installation.
Develop Operational Test (OT) Plans, Developmental Test (DT) Plans and Field User Evaluation (FUE) plans, ensuring that system requirements are met by timely upgrades to hardware and software.
Review and draft DT, OT, FUE results.
Provide analysis of available test data.
Update engineering documents including making changes to reflect new or updated Government policies, regular program progress, regular program reviews and upcoming program milestones.
Education Bachelor in Computer Science, System Engineering or related engineering discipline Minimum of 10 years of DoD acquisition experience System Engineering with at least 4 years focused on S&T/Advanced Technology efforts.
Knowledge of Systems Engineering best practices in accordance with IEEE 15288.
2 Experience conducting engineering research and documenting findings Experience writing policies, procedures, and SOWs.
Experience supporting a DoD Acquisition Program preferably with the Marine Corps Systems Command Ability to think critically and problem-solve Excellent written and oral communication skills The ability to work well with all levels of management and staff Must be proficient with Microsoft Office Suite including Word, Excel, Power Point, Outlook and SharePoint Certifications Certified Enterprise Architect (CEA) preferred Security Clearance Requirements Must possess a valid Secret security clearance.
