Major Duties Serves as administrative management and oversight to all MR HQ contracts within the assigned Directorates with outside entities.
Conducts research within Marine Corps Community Services (MCCS), Marine Corps Exchange (MCX), other military exchange services, agencies and industry groups within the Federal Government and private industry to obtain industry best practice information related to business interests and contractual partnership agreements.
Manages the relationship with business partners to ensure accountability of contract requirements.
Serves as the Contracting Officers Representative and provides technical support and oversight of assigned contracts.
Troubleshoots administrative and operational processes to ensure efficiency and effectiveness in management of assigned contracts.
Conducts briefings, maintains liaisons with the procurement branch (MRB), and attends meetings for all Directorate-related interests as required.
Submits and tracks requests for new requirements, invoice payments, contract modifications, or administrative actions using electronic Purchase Request (ePR) and other IT systems as necessary.
Prepares contract support documentation such as contractor performance reports, work statements, market research, source lists, and evaluation criteria.
Maintains awareness of current, new and revised policies related to contractor support and oversight.
Responsible for maintaining databases and spreadsheets related to all Directorate contracts and partnership agreements under responsibility.
Maintains a productive and collaborative relationship with the Procurement Office by resolving issues and seeking opportunities for improvement of contracts held by the assigned Directorates.
Ensures the tracking of contract requirements and accuracy of information, as well as ensuring requirements are completed in a timely manner to effectively summarize and communicate status to internal and external stakeholders.
Serve as the Contracting Officers Representative (COR) for contracts specifically assigned.
COR responsibilities include providing technical guidance to the Contractor in accordance with contract terms and monitoring the Contractor's technical performance to ensure adherence to contract terms.
Monitors and documents contract budget, expenditures, sales, and commissions.
Informs, inspects and, if appropriate, certifies/accepts work submitted by the Contractor in accordance with the contract terms, conditions and specifications.
Reviews and approves Contractor invoices prior to payment.
Manages and tracks budgets and funding for assigned contracts.
Provides World Class Customer Service with an emphasis on professionalism and courtesy.
Assists internal and external customers and communicates positively in a professional manner.
Asks questions to determine, verify and solve problems.
Checks for satisfaction on the quality of goods and services.
Takes action to solve problems quickly.
Alerts the higher-level supervisor or proper point of contact for help when problems arise.
Performs other duties as assigned.
Qualifications Bachelor¿s Degree in Business Management or related program or equivalent work experience required; OR four years¿ experience in the occupation; OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above; OR appropriate experience that demonstrates that the applicant has acquired the knowledge, skills, and abilities equivalent to that gained in the above.
Experience working with multiple projects that include various stakeholders and using structured project management methodology, practices and tools required.
Knowledge of various traditional and progressive project management techniques.
Experience managing contracts and external vendors while serving as a COR required.
Experience must include conducting marketing research, developing work statements, requests for quote/proposal, evaluation of proposals, reviewing deliverables and processing invoices.
Experience with requirements, analysis, and business acumen.
Ability to conduct analytical studies, cost-benefit analyses, and/or another research.
Ability to lead, coordinate and manage work efforts of organizational teams and matrix teams across functional units and contractors.
Ability to plan and organize briefings, presentations, and meetings for leadership.
Must possess skills in written and oral communication.
Must be proficient in MS Office.
