gov/ Recruitment Type: Agency Employee Only - A Job Duties The Virginia Department of Transportation’s Right of Way (ROW) division is seeking to fill a ROW appraiser position.
This position will perform moderate to complex appraisal assignments in compliance with local, state and federal laws and the Uniform Standards of Professional Appraisal Practice.
The successful candidate will research and analyze market (comparable sales, zoning, and other governmental regulations, community influences and foreseeable economic changes) to prepare and provide creditable substantiated real property appraisals.
This position will consider applicable approaches to value (cost, market and income) to arrive at fair market value.
The selected candidate will be able to effectively organize and present the value components in a comprehensive analysis.
This position will participate in estimate of appraisal complexity and time consumptions relative to appraisal cost.
The successful candidate will serve as an expert witness by testifying in the Circuit Courts of Virginia as to fair market value of real estate.
Minimum Qualifications • This position requires a minimum of Licensed Residential Appraiser Credential.
• Knowledge of real estate principles and practices, right of way and utilities functions, as well as state and federal laws related to land and property acquisition and related assigned programs.
• Knowledge, skill and ability in management and acquisition of improvements and real property.
• Skill in the use of computers and software applications to include MS Office products and computer-aided design software.
• Knowledge of project development and public involvement processes.
• Knowledge of highway construction and design.
• Knowledge of utility design and construction techniques.
• Ability to gather and analyze data and prepare technical reports.
• Ability to analyze information, provide leadership, negotiate and or mediate.
• Knowledge of administrative and leadership principles and practices, project development processes, consultant management and procurement.
• Ability to perform multiple, concurrent tasks, work effectively with customers, and work independently of direct daily supervision.
• Ability to interact and communicate effectively orally and in writing to diverse audiences including internal and external customers make presentations and conduct meetings.
• Skill in reading and interpreting property plats and plans.
• Ability to provide a high level of customer service while demonstrating flexibility and sound judgment in decision making.
• Ability to perform research, analyze data and make accurate conclusions.
• Ability to negotiate sensitive and complex issues, as well as influence and motivate others to reach positive outcomes.
• Ability to analyze and compile information and prepare correspondence and reports.
• Ability to plan, coordinate and evaluate work.
• Ability to apply engineering principles, practices, and procedures to utility and highway design.
• Knowledge of engineering as it relates to highway construction to include coordination of preliminary engineering activities and development of estimates, design concepts and project sequence.
• Ability to do appraisal reports involving complex valuation issues.
Additional Considerations • Certified General Appraiser Certification • A combination of training, experience, or education in Business Administration, Real estate or related field desired.
• The candidate will have knowledge of engineering as it relates to highway constructions, reading and interpreting plans, coordination of preliminary engineering and development of estimates.
• The candidate will have progressive experience reflecting knowledge of one or more of the ROW disciplines and progressive experience applying knowledge of all disciplines and functions of ROW.
• This candidate will also have experience applying knowledge of real estate and VDOT practices, policies and procedures to include acquisition law (Statutes 25 and 33).
