ManTech is seeking a Maritime Vessel Project Manager to support the Marine Corps Warfighting Laboratory, Science & Technology Division.
The Marine Corps Warfighting Laboratory (MCWL) Science and Technology (S&T) Division is contracting multiple medium to large surface vessels to support Marine Corps Force Design, assessments, evaluations, and experiments.
This effort will help inform future naval surface requirements, develop tactics techniques and procedures (TTP), and refine Distributed Maritime Operations (DMO) and Expeditionary Advanced Base Operations (EABO) Concepts of Operations (CONOPS).
The vessels will be beachable maritime vessels with required ancillary equipment, and will be utilized to transport personnel and materiel in littoral and open ocean environments.
In addition, these vessels will be used during basic and advanced phases of technology risk reduction/development events and operational objective assessments by MCWL to inform a future Naval Program of Record (PoR).
Responsibilities and tasks to be performed by the Maritime Vessel Project Manager are detailed below.
This role requires an active DoD Secret security clearance General Responsibilities : Direct support to the transition of identified technologies into Service Programs of Record (POR).
Provide continuous support to critical efforts including analysis of emerging technologies and relevant capabilities that support defined capability gaps across functional and operational areas of the MAGTF.
Interface with the Army, Navy, Air Force, Joint, OSD, and COCOM requirements elements to gather information and data on Service shortfalls and identify integration and interoperability opportunities for the transition of capabilities that are developed and demonstrated in JCTDs.
Interface with the Army, Navy, Air Force, Joint, OSD, COCOM, and Foreign Militaries to further the development of technology, coordinate limited operational assessments and evaluations, and transition technology into experimentation with the Fleet Marine Forces (FMF).
Attend meetings, conferences, symposiums for the purpose of gathering data for the preparation and submission of draft position papers, briefing materials, technical program related acquisition documentation, and recommendations to support development and transition of identified capabilities.
Develop and maintain plans, milestone charts, reviews, analyses, evaluations, and recommendations, which will provide the technical and scientific evidence necessary to facilitate the transition of identified JCTD capabilities into Service POR.
Host/attend meetings regarding various subjects related to the contract requirements.
Attend engineering program and other technical reviews and meetings for the purpose of gathering data required to develop and deliver accurate capability transition strategies.
Travel up to 25% of time on contract.
Minimum Requirements : US Citizen Secret clearance BA/BS degree from a four-year university or an equivalent combination of education and experience in related field plus 10 years or more related experience Experience in working with capability document development Demonstrated experience in program / project leadership Experience with classified program environments for government and industry Proven ability to communicate (verbally and in writing) is critical, as is the ability to professionally prepare and present analytical documents for senior military and defense officials Strong computer skills including demonstrated fluency in all Microsoft programs, to include Outlook, Word, Excel, and PowerPoint Outstanding initiative, organizational skills, team-oriented mindset and ability to work successfully in a fast-paced, diverse, and virtual team environment Strongly Desired: Master’s degree from a four-year university or an equivalent combination of education and experience in related field Background in Maritime Engineering, Shipbuilding, or Surface Warfare.
Possess comprehensive knowledge of the Marine Corps, its missions, force structure, existing doctrine, and emerging Marine Corps Warfighting Concepts Demonstrated experience working in an engineering or research environment Physical Requirements: Must be able to remain in a stationary position 50% For all positions requiring access to technology/software source code that is subject to export control laws, employment with the company is contingent on either verifying U.
S.
-person status or obtaining any necessary license.
