Job Description:
SUMMARY
This position will be responsible for providing administrative support to include planning and operational activities within the Business Financial Management Office (BFMO) that enable financial operations in support of the Marine Corps Warfighting Laboratory/Futures Directorate (MCWL/FD).
ESSENTIAL DUTIES & RESPONSIBILITIES Database Support includes but not limited to: Provide on/off-site and on-call technical support of functional Access databases used for the management of organizational budgets.
Support includes functional analysis in order to suggest and implement modifications and/or enhancements, preparation of technical instructions and/or user manual(s) and conducting user training.
Assist government personnel with internal work processes and procedural issues that involve the following systems/software: Standard Labor Data Collection and Distribution Application (SLDCADA), Navy Marine Corps Intranet (NMCI), Program Budget Information System (PBIS), Navy Enterprise Resource Planning (ERP), Defense Travel System (DTS), Wide Area Workflow (WAWF), Contracts Officer Representative Tool (CORT), Total Workforce Management System (TWMS), Standard Accounting, Budgeting, and Reporting System (SABRS), Procurement Request Builder (PR Builder), Marine Reserve Orders Writing System (MROWS), Microsoft Access, Microsoft Excel, Microsoft Outlook, Microsoft Sharepoint/iConnect.
Maintain content and functionality of BFMO Sharepoint site, in coordination with Command Knowledge Management representatives.
Develop, troubleshoot, and integrate custom software applications (forms, queries, etc.
) across multiple distributed databases for financial management applications.
Help Desk Support includes but not limited to: Provide on-site technical support to project officers across all MCWL/FD functional Divisions in the planning and preparation of funding request packages prior to submission to the G7.
Support includes coordinating with G7 staff to assisting MCWL/FD project officers to identify the financial and contractual elements of information necessary to implement business support to their projects.
Prepare and research various types of funding documents within SABRS and ERP; track commitments, obligations, and expenditures of funding; and assist in resolving issues related to execution of financial benchmarks.
Assist in preparing the Program Objective Memorandum (POM) budget, including drafting R2 exhibits for the MCWL S&T program.
Conduct qualitative and quantitative analysis of financial data, operations, and requirements to develop program improvements.
Provide administrative support for standard office operation and support functions.
Provide on/off-site and on-call technical support of functional Access databases used for the management of organizational budgets.
Conduct functional analysis in order to suggest and implement modifications and/or enhancements, preparation of technical instructions and/or user manual(s).
Conducting user training as required.
Provide on-site full and/or part-time technical support to project officers across all MCWL/FD functional Divisions in the planning and preparation of funding request packages prior to submission to BFMO.
Coordinate with BFMO staff to ensure the receipt/filing of information and scheduling of all tasks/meetings pertinent to BFMO operations.
Monitor purchase requests submissions and workflow progress.
Assist MCWL/FD project officers to identify the financial and contractual elements of information necessary to implement business support to their projects.
Maintain regular and punctual attendance.
Perform other duties as assigned.
MINIMUM QUALIFICATIONS Five (5) years in Financial and Administrative Operations.
Must possess working knowledge of the Marine Corps, its missions and force structure.
Civilian Education: Bachelor's degree preferred, preferably in a financial discipline.
Military Education: Commensurate to experience.
Must obtain and maintain a valid SECRET security clearance (U.
S.
Citizenship required).
Experience with any of the following financial systems is desired: Worldwide Area Workflow (WAWF) Navy Enterprise Planning (ERP) Office of Naval Research (ONR) Comptroller Intranet Financial Management System DESIRED QUALIFICATION & SKILLS Must have advanced knowledge of the Microsoft office suite to include Excel and Access.
Excellent oral and written communications skills.
Must be able to work independently with little or no supervision, be exceedingly well organized, flexible.
Strong organizational skills and detail oriented Ability to prioritize tasks.
Demonstrated ability to perform diverse duties under operating and deadline constrains.
Demonstrates accuracy and thoroughness; monitors own work to ensure quality.
REQUIRED TRAINING Completion of the Defense Acquisition University (DAU) Fundamentals of Acquisition Managements (ACQ 101 or an equivalent course) is mandatory.
SUPERVISORY RESPONSIBILITIES None.

Extended work hours will be coordinated as this flexibility is required dependent upon the needs of the government or as described for specific tasks herein.

The exact dates and duration of travel will vary dependent upon location and requirements of individual experiments or events to include planning, attendance at meetings or conferences.
Expected travel is 15%.
DRIVING REQUIREMENT Possession of a valid driver’s license is required.
