Job Description
Performs difficult professional and complex technical work administering and enforcing the County’s Zoning Ordinance as required by Virginia State Code; does related work as required.
Work is performed under the general supervision of the Director of Planning and Zoning.
Supervision is exercised over zoning personnel.
The hiring range for this position is from $90,376 to $122,012.
80 annually based on experience.
The full range for this position is from $90,376 to $153,649.
60 annually to provide opportunity for growth and development.
Examples of Duties
Supervises zoning services; oversees the review of plans and applications for zoning permit compliance; researches and prepares interpretations of proffers, determinations, and vesting decisions; oversees compliance of the County’s proffer program; coordinates staff support for the Board of Zoning Appeals; prepares and maintains records and files;
Supervises the review and approval of zoning permit applications for residential, commercial, and industrial development;
Manages investigations and inspections of zoning cases to ensure compliance with pertinent laws and ordinances, when instances of noncompliance are discovered, attempts to secure voluntary conformance;
Maintain the Conditional Zoning Index as required by State Code;
Oversees the daily operation of the zoning section;
Inspects development projects for compliance with approved site plans and takes appropriate action to correct noncompliance;
Insures compliance with proffers and conditional use permits, special exceptions and variances and takes appropriate action to correct noncompliance prior to issuance of the certificate of occupancy;
Researches and prepares, and issues official interpretations of proffers, determinations and vesting decisions;
Administers the County’s proffer compliance program, including public education and enforcement;
Provides staff support to the Board of Zoning Appeals (BZA);
Makes presentations to the BZA and Planning Commission;
Consults with County Attorney for vesting determinations and proffer interpretations;
Oversees the management of records and inspection reports;
Performs related tasks as required.
Typical Qualifications
Thorough knowledge of municipal ordinances governing zoning related codes;
Thorough knowledge of proffer program administration;
General knowledge of routine legal procedures as related to the enforcement of laws and ordinances;
Ability to establish and maintain effective working relationships with property owners, building contractors, attorneys, engineers, County officials, and the general public;
Ability to lead collaboratively with integrity and understanding;
Ability to work in internal and external workgroups and team environments;
Ability to prepare clear and comprehensive reports;
Ability to communicate ideas clearly and concisely, both vocally and in writing;
Ability to enforce ordinances and regulations with firmness, tact, and impartiality.
Supplemental Information
Graduation from an accredited college or university with a degree in planning, architecture, engineering or related field, law enforcement, building inspection and code administration, and 9 years of experience in codes and proffer enforcement, to include supervisory responsibilities.
Specific experience in administering a local zoning ordinance is preferred.
Certification as a Zoning Official and Zoning Administrator through the Virginia Association of Zoning Officials, or equivalent, is required.
