Job Description Join Stafford County's Planning and Zoning Department to provides services related to the well being and orderly development of the community! The Zoning Administrator performs difficult professional and complex technical work administering and enforcing the County’s Zoning Ordinance as required by Virginia State Code.
Does related work as required.
Work is performed under the general supervision of the Director of Planning and Zoning.
Supervision is exercised over zoning personnel.
The full salary range for this position is $90,376 to $153,649.

Examples of Duties • Responsible for the administration, interpretation, enforcement and compliance of the Stafford County Zoning Ordinance; • Supervision of the Zoning Division within the Department of Planning & Zoning, to include management of applicable personnel and coordination of daily operations; • Oversees the review and inspection of applicable development plan and permit applications for Zoning Ordinance compliance and takes appropriate action to correct noncompliance; • Coordinates staff planning projects and studies; develops and recommends policies and procedures; • Manages inquiries, investigations and inspections of zoning cases to ensure compliance with pertinent laws, ordinances and regulations; • Maintains the Conditional Zoning Index as required by State Code; • Ensures compliance with proffers and conditional use permits (CUPs), special exceptions and variances and takes appropriate action to correct noncompliance prior to issuance of the certificate of occupancy; • Researches, prepares, and issues official interpretations of proffers, determinations and vesting decisions; • Administers the County’s proffer compliance program, including public education and enforcement; • Provides staff support to the Board of Zoning Appeals (BZA); • Prepares presentation materials and makes presentations to the BZA, Planning Commission, and Board of Supervisors; • Consults with County Administration and the County Attorney’ Office for zoning and vesting determinations and proffer interpretations, etc.
; • Oversees the management of records and inspection reports; • Coordinates with Federal, State, and local agencies, and other internal and external customers on matters relating to zoning compliance; • Assists with developing the Department budget and the capital improvements program; • Performs related tasks as required.
Typical Qualifications • Thorough knowledge of federal, state and municipal codes related to zoning; • Thorough knowledge of proffer program administration; • General knowledge of routine legal procedures as related to the enforcement of laws and ordinances; • Ability to establish and maintain effective working relationships with property owners, building contractors, attorneys, engineers, County officials, and the general public; • Ability to lead collaboratively with integrity and understanding; • Ability to work in internal and external workgroups and team environments; • Ability to prepare clear and comprehensive reports; • Ability to communicate ideas clearly and concisely, both vocally and in writing; • Ability to enforce ordinances and regulations with firmness, tact, and impartiality.
Supplemental Information Graduation from an accredited college or university with a degree in planning, architecture, engineering or related field, law enforcement, building inspection and code administration, and 9 years of experience in codes and proffer enforcement, to include supervisory responsibilities.
Specific experience in administering a local zoning ordinance is preferred.
Certification as a Zoning Official and Zoning Administrator through the Virginia Association of Zoning Officials, or equivalent, is required.
Possession of a driver’s license valid in the Commonwealth of Virginia.
