Duties You will develop policy and procedures for implementation with respect to federal acquisition and fiscal law, Freedom of Information and Privacy Act law, ethics and standards of conduct, and other Navy Office of General Counsel areas of practice.
You will represent the command in third-party administrative and quasi-judicial proceedings before the GAO and ASBCA and provide support to the DoJ for claims brought before the Court of Federal claims.
You will review, research, and provide legal interpretations of wide range of federal acquisition and fiscal statues including contractual interpretations, draft and review documents, address disputes and claims, and respond to bid protests You will represent the command on all matters involving federal acquisition and fiscal law issues that cannot be resolved at a lower command level.
You will represent the command with higher departmental offices, of the Secretary of the Navy, and the office of the Navy's General Counsel.
You will represent the command on all procurement fraud and contract integrity issues.
You will conduct legal reviews as required relating to disposition of requests pursuant to the Freedom of Information act.
You will prepare memorandum or reports outlining and analyzing facts and issues.
You will participate in complex negotiations with contractors, subcontractors, and their attorneys, on legal matters arising in connection with acquisitions.

Qualifications Your resume must also demonstrate at least must have a minimum of three and one half (3½) years of experience in defense acquisition and procurement law (experience as a contracting officer or contracting specialist may be considered applicable), in addition to other general legal experience, and corresponding experience demonstrating the ability to work well with a variety of senior level clients and officials.
Specialized experience must demonstrate the following: Ability to analyze and evaluate extremely difficult and complex legal and factual issues, work independently to prepare complicated legal decisions, briefs, opinions, settlement agreement and similar legal documents.

This is a Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo) position in the NH-04 broadband with an advertised pay range from the lowest equivalent GS 14 grade Step 1 to the highest equivalent GS 15 grade step 10 in the broadband.
However, this position is covered by a salary control points within the NH-04 broad band and the salary range is $139,395 to $191,900.
