Marine Corps Command Element Information Division’s development of C2 Next and Combined Joint All Domain Command and Control (CJADC2) capabilities at the Combat Development & Integration, Capability Development Directorate.

General Description: Provides senior functional analytical, technical, and capability portfolio management support to the Command Element Information (CE INFO) Division’s efforts to the Combined Joint All Domain Command and Control (CJADC2) and C2 Next capability development portfolios in support of the Marine Corps Force Integration Plan (FIP).
The Senior functional analyst begins with defining, analyzing, and documenting functional requirements, and works closely with Business analysts, Engineers, SME's and Systems Engineers to integrate identified requirements.
Specific Duties: Provides senior level functional analysis and technical support to facilitate working groups, conduct analysis and provide written JCIDS documents in support of developing C2 Next & CJADC2 materiel capabilities:
Ensures the successful execution of combat capability equities within the Marine Corps and Joint capabilities development systems in the development of C2 Next & CJADC2 capabilities
Performs a variety of complex analytical tasks associated with writing and staffing JCIDS documents, which may include JUONS/UUNS/DUNS
Supports CIOs with capability development document preparation, which may include Information Papers, White Papers, Congressional inquiries, stakeholder briefs, etc.
Provide technical analysis of proposed systems and review doctrine and documents for concepts and capabilities development regarding leveraging and inserting AI/ML and other technology to draft CDD and CRCs
Support drafting DoDAF Enterprise Architecture in support of USMC C2 capability efforts
Assist with MC CBA/POM activities and development
Respond to taskers and track document routing and related actions
Coordinate meetings and track subsequent action items
Provide coordination and collaboration among a team of SMEs in support of contract deliverables
Provide progress and status reports in support of contract deliverables
Requirements:
Requirements Analyst/Developer with 8 years’ experience in capability development, acquisition, and test and evaluation (T&E) with:
Knowledge and/or experience in USMC/Joint C2 processes, data and cloud structure, AI/ML, architecture development, and process flows
Working knowledge of the following areas to support CJADC2:
0 Trust
Identity Credential Access Management
Cloud Environment
DEVSECOPS
Cybersecurity
Data transportability
Working knowledge of the Marine Corps, its missions, organizational structure, warfighting concepts, both Joint concepts and Naval/USMC
Ability to interact daily with the Marine Corps customer in a dynamic, fast paced environment, including multi-tasking and prioritizing requirements
Has authored concept, capability, acquisition, and T&E documents/ specifications/ plans
Has conducted studies to provide analytical underpinnings for functional concept, capability, acquisition, and T&E issues or knowledge gaps
Experience in authoring Concepts, conducting DOTMLPF analysis, JCIDS capabilities documentation development, analyzing Universal Needs, Urgent Universal Needs, Deliberate Universal Needs (UNS/UUNS/DUNS) statements
Excellent communication skills (written and oral)
Background in Marine Corps C2 and Operations, to include FMF/ MAGTF operations and staff integration
A plus:
Former Action Officer at MCCDC or HQMC with knowledge of Marine Corps operations and staffing processes
Knowledge of Force Design/Marine Corps Modernization
Work Location & Travel:
Preponderance of work is client site
