Federal Strategies, a rapidly growing small business in Fredericksburg, VA is seeking a hardworking individual to support the United States Marine Corps.
Military ground range safety experience with US ranges needed, particularly with Range Safety Officer (RSO) experience/expertise.
Familiarity with the Range Managers Tool Kit (RMTK), Surface Danger Zone (SDZ) Tool an added benefit.
Must be a US Citizen with the ability to obtain a Secret Clearance, and ideally possess ARCGIS experience.
Individual will work within Range and Training Area Management at Quantico, VA.
Position Description:
The Ground Range Safety SME will work as part of the USMC Range and Training Area Management (RTAM) Team supporting and implementing Range Safety measures using Geographical Information Systems (GIS) solutions for range safety, management, and operations.
Responsibilities include range safety support to RTAM with doctrine, publications, and range certification requirements.
Surface Danger Zone development using the ArcMap SDZ Tool, for new and existing SDZs, providing graphic representations of SDZs for specific weapon system combinations, and serving as a technical point of contact to others both internal and external to the Marine Corps.
Individual will be part of a Mobile Training Team (MTT) that teaches the Intermediate Range Safety Course (IRSC) and the GIS for Range Staffs course to both USMC and Army range controls.
Travel expectations are 20-25% and may include international destinations.
Experience Requirements:
* Desired Bachelor’s Degree with 3-5 years of military range operations experience with weapons delivery.
* Military experience may be substituted for education degree.
* Expertise with weapons, ranges, and military operations, particularly in the use of the RMTK an important consideration.
* ArcGIS experience not required but familiarity a plus.
* Prior Military Service a plus.
* Must be able to obtain a SECRET Clearance.
Job Requirements:
* Provide SDZ support, expertise and training at the technical level to include origination, management, interpretation and analysis, as well as design and display for users and range managers.
* Understand the use of GIS to provide for the display of the SDZ products on range maps.
* Conduct SDZ analysis when queried to provide satisfactory rationalization of why the SDZ design is as determined from the tool.
* Understand and provide support with GIS instruction/interface expertise to implement IRSC course of instruction and range use.
* Develop reports, presentations, charts and spreadsheets in support of RTAM operations incorporating SDZs as described within various MCOs and documentation, preparing briefing materials and sound cartographic products.
* Draft Safety of Use Memorandums (SOUM) with SDZ graphics and safe weapon employment policy.
* Provide IRC/GIS Course of instruction using RTAM laptops on the road to include scheduling, setup, instruction, breakdown, and associated travel planning.
* Review range certification packages and provide on-site assistance when required.
