Job Description
This is a senior position performing difficult, responsible work, for fiscal control and accounting within the County's Finance Department.
Work involves managing the accounting functions, as well as making authorized purchases, working with County department heads to streamline purchasing and accounting, and ensuring that all disbursals of the County funds are accurately reported.
Job Responsibilities
Provides oversight for all County expenditures, monitors and directs day-to-day activities for bank accounts, accounts receivable, payroll and accounts payable
Maintains general and subsidiary revenue and expenditures records, posting entries from supporting records, prepare adjusting entries, balancing against records and preparing reports from such records
Assist in preparing the annual budget and year end audit; drafts financial documents
Prepares and analyzes accounting reports and reviews financial and system reports for accuracy; Coordinates, researches and resolves financial discrepancies
Creates monthly and quarterly reports for distribution, as well as presenting to the Board of Supervisors
Maintain annual inventory counting and reconciliation for fixed assets as part of the County annual's financial audit; records fixed asset transactions
Coordinates budget control and monitoring processes; assists department personnel with budget management; assists in the preparation, research and review of the annual budget
Aids in capital fund accounting, ensuring that debt/lease purchases are submitted timely and appropriately to banks for reimbursement to the County.
Provide project updates and reporting, as well as bond draw down review and outlooks
Reports all insurance claims to the County's insurance carrier
Serves as backup for essential functions of the Department; including payroll and accounts payable
Knowledge, Skills and Abilities
Accountant - Finance -
Bachelor's degree required (preferably in Accounting) with related experience preferred -OR - Any equivalent combination of education, experience and/or training sufficient to demonstrate the knowledge, skills and abilities is acceptable
Requires a good knowledge of clerical methods, accounting/billing, computer literacy and customer service abilities
Must know how to organize and prioritize work and meet deadlines with minimal supervision
Proficiency in Microsoft Office preferred
Must have ability to perform work with accuracy and speed
Ability to work the public in a courteous, tactful and effective manner
Ability to establish and maintain relationships with other employees
