*POSITION: *Financial Analyst Level I
*LOCATION:* Stafford, VA
*STATUS:* Full time – Contingent Hire
*REQUIRED QUALIFICATIONS:*
* *Education:* Bachelor’s Degree in Finance, Accounting, Business Administration or Engineering/Science or equivalent work experience
* *Experience:* 2-5 years of contract interpretation, budget development, technical program planning and implementation, or government project administration or related experience
* *Citizenship and Clearance: US.
Citizen* with Active Secret Clearance, or ability to obtain one
* *Travel:* Ability to travel up to 10% to support client meetings and requirements
* *Skills:* Above average proficiency in Microsoft Office products with expert-level proficiency in Excel; Strong verbal and written communication skills; Strong problem-solving skills; Ability to work independently or with a team
*DESIRED QUALIFICATIONS:*
* *Client Familiarity:* History and knowledge of Marine Corps Systems Command (MCSC) processes
* *Certification:* ASMC Certified Defense Financial Manager (CDFM) complete or in progress
* *Financial Experience:* Knowledge of the DoD PPBE, PresBud and POM Processes
* *DAWIA Training:* Level 1 Certification in Financial Management
*PRIMARY DUTIES:*
* Develop plans including budgets and schedules to meet contractual/project requirements for assigned
* Conduct program plan studies.
* Participate in establishing and defining program plan requirements.
Coordinates interdepartmental development of program plans and interfaces with vendors and customers as required.
* Monitor and report performance against plans to ensure that contractual, cost, and schedule objectives are met.
* Report, analyze, and interpret financial and operating data.
* Develops Cost Analysis Requirements Descriptions (CARDs) and Life-Cycle Cost Estimates (LCCEs).
* Experience using the Marine Corps Systems Command CARD and LCCE templates and tools such as the Automated Cost Estimating Integrated Tools (ACEIT®), Parametric Review of Information for Cost and Evaluation (PRICE®) software, Constructive Cost Model (COCOMO), and Revised Intermediate COCOMO (REVIC) models is desired.
* Perform data review, reporting, project coordination, budget review, and other related duties.
* Brief management on the status of action items and metrics to track financial performance.
* Develop and implement financial plans and budgets to support acquisition Milestone documentation, as well as prepare related documentation, briefs, and point papers for program executive decisions and Milestone approvals.
* Coordinate with program office stakeholders regarding financial planning and budget activities associated with their respective systems.
